Mandrake can learn native summoning rituals to summon spirits using the same mechanisms that natives do, but won't be able to do magic himself otherwise or compel the spirits to do his bidding beyond binding them to specific objects or locations. He can try asking nicely, though.

It's also fine for him to interact with other spirits from his canon in the ways he's canonically able to do so!
