This is sort of a hybrid acceptance and revision/question, because we don't want to delay you being able to start playing, but we do need to nail down some changes to her abilities! Specifically, the general levels of Adalia's magical abilities in terms of duration, damage, etc. pretty much seem fine, with a few specific nerfs discussed below that mostly track what you suggested. But even with those nerfs, her overall power level in terms of breadth and utility, aka how many different things she can do to potentially solve or circumvent obstacles in plots, is a little too expansive. (Generally, for example, if sword fighting is the only cool thing a character can do, we’re going to allow them greater knowledge of and skill at sword-fighting because it's the only thing they’re bringing to the table and there will be situations where they're useless to balance out the situations where they can save the day—plus it makes sense IC that they will be better at it if sword-fighting has always been their focus, instead of their energy and time being split among a handful of different skills. But if sword-fighting is one of a several areas of significant ability, something may have to give.) In this context—which has very different limitations and balance needs than DnD—there are just too many disparate things Adalia is able to do very well.
With that in mind, we need you to pick one of the following things to cut:
↠ Shapeshifting ↠ Alchemy ↠ Telekinesis and Mage Hand
And as you're deciding which two to keep, some things to consider:
↠ If you choose to keep Telekinesis/Mage Hand, we'll need to know more specific parameters for what she can do with Telekinesis, since it theoretically could allow for a very wide range of applications, including fully encompassing multiple native magic specializations. We can't say for sure until we see the parameters you have in mind/that exist in canon, but most likely we would need you to choose between fine control over small, light objects (such as being able to pour tea or turn doorknobs) and broad control over larger objects (such as being able to throw a cow across a room). So if you keep that one, let us know what parameters already exist and which of those two things you'd prefer.
↠ If you choose to keep Alchemy, please keep in mind that her ability to concoct these recipes will be dependent on researching and experimenting to find native ingredients that work, and/or receiving ingredients from her canon as rift items, and please don't make enough of them to single-handedly solve major problems, like a Gallows food shortage or similar.
↠ If you choose to keep polymorph/shapeshifting, we will ask that her total number of slots be 4 to match the limit of the native specialization. When we originally agreed to 6 during her initial application, she had fewer abilities and we weren't aware of the full scope of the abilities she did have. In context of her entire power set, we think it's fairest to hold her to the same limits as everyone else. The two animals you've chosen are fine, and you can keep two other slots open to decide later.
That's the hybrid revision/question part of the acceptance, since we need to know which of those things you're cutting ASAP and definitely before you use them in RP.
For more specific notes:
↠ As you suggest, the following won't work at all: Knock, Tongues, Animate Objects, Seeming, her flight ability (but we've made griffon riding super cheap and accessible, so she should check that out!) and the automatic knock-back when she takes a melee hit.
↠ She can have half immunity to lightning damage! And generally speaking it's fine for you to stack things to make Adalia better able to withstand certain types of damage, but that shouldn't reach a point where she's entirely unaffected. She should never, for example, be able to single-handedly hold off an electricity-breathing wyvern, or anything like that. We assume that "thunder damage" basically means a combination of loud noises and/or physical force, which can be caused by lots of different things in Thedas, so she won't have immunity to those types of damage.
↠ Detect Magic will only work when something/someone is actively using magical energy. She won’t be able to use it to identify mages if they aren’t actively casting, possessed beings who aren't using magic, or enchanted objects if the enchantment is dormant. (Anchors will always have a slight aura.)
↠ Finally, when you say she’s a Level 1 Fighter, we’re understanding that to mean that she has a very basic level of physical combat skill and would generally be outmatched in a fight against characters with anything more than very basic training. If that isn’t what you had in mind, please let us know so that we can reevaluate her overall skill-set in light of that addition.
And, as with all rifters, all of Adalia's abilities will have line of sight limitations, and spells that don't have native equivalents will be more difficult for her to perform than those that do, but she won't have any DnD-style limitations on the number of actions she can take or spells she can cast. She'll be subject to energy limitations similar to native mages, with more powerful spells taking more out of her and not being able to be sustained for long. We don't use numbers for any of this, but our goal with DnD OCs and rifters in general is to put them roughly on par with natives, so if she's ever running circles around native characters in a thread/plot/situation, that means she's running too fast.
