Also, Cullen is there! He has not formally rejoined the Templar order and is merely Commander (rather than Knight-Commander) Rutherford. He's still in command of the Inquisition forces, though now answers to the Right Hand of the Divine as well. He's in favor of beginning a siege immediately. He's not totally opposed to attempting to negotiate the Tevinters' retreat, but thinks that's a later step they can decide on once the siege is in place and ideally once it's had some time to soften the enemy up.
