We generally don't mesh player plots into war table ops that way, since they have their own objectives and no PC is guaranteed a spot in any one war table op. But you're definitely welcome to have him turn up somehow in a routine mission or to run a lowkey player plot to attack a convoy or small enemy camp or something where he could be discovered! Or he can be rescued off-screen and start by arriving in Kirkwall, of course, if you'd prefer.
