There are some aspects of Poesia’s background that either need to be changed or explained:

↠ The extent of her dragon blood use—our understanding is that over-imbibing dragon blood in the way that has historically caused some reavers to go fully insane in a family-murdering blind rage sense was a permanent condition with permanent mental and physical effects, rather than something that could be switched off or easily hidden afterwards. If Poesia has been ingesting excessive amounts of dragon blood since childhood—especially to the point where she accidentally ate a person, let alone a person she cared about—she would not still be able to pass for normal the way you describe, and would most likely have permanent physical mutations as a result. So to keep her both plausible and playable you'll need to dial back how much dragon blood you say she's ingested and the derangement she's experienced as a result.

↠ The cannibalism—cannibalism isn't a typical outcome of becoming a reaver or something that was regularly happening in Haven. (The "feasting on the souls" bit in the description of what reavers do in the wiki is actually literally about souls and absorbing people's spirits/energy/life force, similarly to the way mages do with certain spells, rather than eating people physically.) So if Poesia openly ate people, as you suggest in your comment about the Mage/Templar war, that would be something that even the cultists would likely react to with disgust, not something that they would consider routine. And there will of course be potentially serious IC consequences if most PCs in Riftwatch find out.

↠ The Disciples of Andraste—the Disciples in Haven were isolated in the mountains for centuries, to the extent that no one—not even more local Fereldan scholars like Genitivi—really knew what was going on there, who the Disciples were, or what they were doing without a great deal of investigation. They weren’t really recruiting, and they routinely murdered interlopers to protect their isolation. There also wasn't an elf population there, especially not one large enough for them to have kept having visibly elven children for centuries. So it would be extremely unusual for a Mortalitasi and an elf to move in and join them. We need you to rework that part of her background to either provide a solid explanation for how/why they arrived and were allowed to stay, or to base her story elsewhere. (There are other dragon cults in Thedas, and you’re free to invent your own if you need to!)

↠ Just a note: the Disciples of Andraste had been largely decimated to the point that, by the time the Inquisition arrived in Haven, canonically there was only one known survivor—so it’s fine for there to have been a few more survivors, but not a significant number acting as a unified force.

↠ Lastly, if they’re still part of Poesia’s character once the above is accounted for, we’d also need more information to explain (i) why the cult used dragon blood on Poesia and locked her up with her lover, and (ii) what you mean by Poesia having "all the makings of sweet refinement of a High Class Nevarran girl,” given her upbringing.
