History
born into the Val Royeaux alienage, christened 'Florent', his twin brother christened 'Sylvain'. his parents had humble jobs and only ever expected their sons to keep out of trouble.
when he was young, started hanging around a little playhouse in the alienage, basically a medieval community centre that put on little shows a few times a year. occasionally lent out its best players to playhouses beyond the alienage, and sometimes they never looked back. Florent took this all very seriously and rose to local prominence. eventually he landed a role in a more significant house as 'Cowering Elf'. he cried.
soared to dizzying heights (for a once-penniless actor) throughout his 20s. gave himself a last name, a play on his father's name, which his brother (now well into his Templar training) also took. became a permanent and popular feature of a company that put on shows for all classes of people, often musicals and pantomimes, but would indulge in the odd drama. as a professional actor in Orlais, Florent enjoyed a life separate from his elven kin. liked to stay oblivious to their plights when possible, but sent gold back to his folks.
sometimes tries to write his own shows, is not very good at it.
features as an accessory to the Game rather than a full player, has occasionally been maneuvered around without fully grasping what was happening. has ambitions to make a wealthy old lady fall in love with him and allow him to retire into the luxuries of which he is now accustomed. (he is not wealthy, though, he is a professional free loader with a stipend that he jealously guards.)

whoops, that's not possible? Florent spends the next couple of years languishing in and out of sexy French depression, occasionally rising out of it to have fun jokes with people and help with party planning, getting some gigs in Kirkwall, working on his writing, experiencing stress that he cannot send very much money at all anymore back to his family, and complaining in letters to all who will read them
finally has begun taking his role in Diplomacy with more seriousness, finding niches that he can be deployed into.
Personality
Florent strikes everyone he meets as a frivolous and largely joyful person, potentially not extremely smart and a bit oblivious for anything outside of his interests, and a little more handsy than most people are comfortable dealing with.
All of this is mostly true. However, he is decently socially cunning, as is needed when participating in Orlesian social spheres and even minor participation in the Game, or even just the simultaneously supportive and cut-throat environment of a playhouse, and all the while doing so as an elf. The elf aspect is an interesting point of friction, as he exists in one of the only spaces in Orlais where an elf can gain social capital, identified first as an actor before anything else. This shouldn't be too overstated -- while he is given a pass that most elves don't receive, it doesn't mean he can move as freely as a human actor, and certainly doesn't have as much value outside of Orlais, and so he still needs to work with it rather than ignore it wholesale.
His social game is generally not about being cut throat so much as fluid and adaptable. He has a genuine interest in being friendly, but will likewise cause drama or throw people under the carriage if it seems fun or useful to do so. Still, he makes his living off the kindness of others, so does not cultivate enemies he can't walk back into being friends again if he can help it. An instinct to causing trouble and drama is more likely to be done in the service of personal entertainment than anything else.
He can be emotional and sensitive and dramatic, but is very capable of locking this down if he feels like he has to be on his toes. He makes for a good accessory in diplomatic settings, a shiny thing to be distracting if wielded the right way.

Chantry: Is there? What is the problem, again? It is a shame when people try to explode its lovely churches, and otherwise Florent does not think too deeply on the way it has reinforced racism and fear amongst the common folk! Sounds unpleasant.
Mages: Oh, they're allowed out, now? He has asked his dear brother what he thinks of the whole situation, and agrees that it was very unfortunate, and hopefully it will all be sorted out soon. In the meantime, he will keep a respectful distance probably!
