Your application has been approved, with the following notes:

↠ Like native mages and other Rifters, the Outsider's abilities will have a line-of-sight limitation.

↠ This limitation won't be extended by seeing through the eyes of another creature—e.g., if he's seeing through a dog's eyes, he won't be able to use other abilities on things the dog can see that are outside of his personal line of sight.

↠ Likewise, enchanted objects will lose their enchantment once out of his sight.

↠ His teleportation ability will now work like the canon Fade Step ability, meaning he can only blink across short distances that are within his line of sight.

↠ The Outsider will not be able to possess people or animals physically in the sense of leaving his own body behind for theirs. If you want you may substitute an ability to control sentient beings, similar to what's possible via blood magic. He will not be able to control native animals.

↠ Pandyssian Bull Rats that are responsive to his abilities and/or carry the Rat Plague would need to arrive through a rift at a later time.

↠ He will not be able to stop time. He may be able to slow it for brief periods (~15 seconds).

↠ He won't be able to interact with "souls" of the dead, since there's no guarantee Thedosians have souls, but may be able to accomplish similar effects with spirits.

↠ To whatever extent his omnicience/prescience is superhuman rather than just being clever, he won't have the ability to predict more than a minute or so into the future.

↠ The Outsider won't be able to grant abilities to other people.

↠ Given the breadth of his powers, we're sure things will probably come up at some point that haven't been covered here, so we'd just ask that you be willing to work with us as we go to make sure we can balance powers and plot needs. Please let us know if you're hoping to have him do anything particularly big, especially with his telekinesis or object-enchanting, which have so many possibilities that trying to cover them all ahead of time is impossible anyway.

↠ All of his magical abilities will require substantially more effort than he is accustomed to, and he will become physically and mentally exhausted after an hour or two of heavy use. Studying native magic/the Fade/mana may make things easier for him over time.
