Physically his age is likely within the qualifier though he actually has no official age due to his status as a Servant. I looked long and hard for an age too! Due to this fact I'm calling it to say this is his 15-16 year old body.
Mentally is a bit more complicated. Much of the time he might act childish but out of nowhere he will act like an adult due to him being something of an adult in the body of a youth. So I'd say he actually acts like the age he looks plenty of times until those moments when the more mature adult shines through. Even then his older form still had something of a childish glee about new things so perhaps that isn't saying much!
So accurately I would say that he's an odd mixture of youth and adult. Able to see the world in both lights at once.
