The current cap on Dalish characters is meant to preserve the sense that the Dalish are rare, so it also restricts characters with Dalish heritage, or who were raised by the Dalish, and so forth, as they also contribute to the overrepresentation whether they consider themselves Dalish or not. North is welcome to have a parent who is a city elf apostate instead. If you're fine with making that change, you're accepted and good to go. If you're not, please let us know.
