Their ice-breath is potentially harmful if they can breathe on people directly, but if someone got creative with caging them in a way that didn't allow that then they could be kept around for a little while, but unless people purchase specific rats as weird pets via AC rewards, they'll need to die off (due to Fade complications) or otherwise Go Away Forever within a month or so.
