If it's essential to your history in some way, maybe try to come up with extenuating circumstances to justify it and/or limitations that would have been in place as a result -- e.g., your character has to be in that Circle to study with a specific mage, the twin has to be there for some other reason, and she's assigned to always be working somewhere away from him, that kind of thing. We can't provide a definite yes or no without the full context of your app, but things like that should help!
2. You're welcome to use the Markham Circle. We have characters from a variety of circles that are only briefly mentioned as well as a few that are entirely made up for FR.
3. He doesn't need an anchor! The 99% figure refers to the percent of characters with anchors who have anchors in their hands rather than other body parts -- the majority of our characters don't have anchors. But 99% of those who do will have them in their hands.
