In the ten years since he became king, Bhelen has followed through on his reforms as described in the Epilogue and the DA wiki, including opening up the military to all willing to serve and offering some additional rights in exchange. His policies have met with considerable push-back from the many staunch conservatives in Orzammar, and he has dissolved the Assembly in response. Is it still shitty? Probably, yes. Forcing through policy is easier than forcing people to change their minds, and in some respects mistreatment of casteless by nobles has increased since Bhelen took the throne. On the other hand, after a decade the armed forces have adapted to and generally accepted their presence in the rank and file (though not in any leadership positions).
