A quick question about mages, apologies if this has been asked and answered at any time in the past and I've just missed it. Are blood mages from Circles allowed? Would they have to use the standard route that Jowan did ie some idiot left a few banned books lying on the shelves?

(Or, is it okay to app someone from the Kirkwall Circle because there's no party like a Gallows blood magic party?)
