Bioware never explained what exactly was going on with that, and the anchors characters in FR have are weaker than the Inquisitor's, so we're going to take a middle-of-the-road option: Minka can dream, but it will be sporadic, not every night—more like once a week or so—and even more difficult to remember than dreams usually are. It won't be mage-like lucid dreaming.
