It could potentially mean either. We take a holistic approach to nerfing and try to make sure that a character's overall power level is roughly in line with that of other characters so that everyone is able to contribute. Sometimes this can be done by just lessening each power across the board, and sometimes it's necessary for some powers to be removed entirely. We can't say for sure how Wanda's powers would be handled until you've apped and we can review their full scope.

If it's particularly important to you that she retain some mind-reading ability, we'd suggest that you explain why in your Suggested Nerfs section and propose substantial nerfs to her other abilities to balance out what you want to keep and bring her down to roughly the power level of a native DA mage. We can't promise we'll agree and adopt your suggestions entirely, but we will certainly take them into account when we review. In figuring out where that level is, it may be helpful to take a look through the notes we've written for other apps in the past to get a sense of how nerfs have generally worked for other rifters.
