Your application has been approved, with the following note:
Sorry for the long wait! We've tried to cut out a step and prevent further delays here by setting up some limits based on how we think his abilities would work, rather than asking you questions first, so if there's somewhere we seem to be misunderstanding what you intended him to be able to do, let us know. They may also be limits you already envisioned—it's just helpful for us to make sure everything's spelled out clearly.

↠ The breadth of Vanadi's mind manipulation powers require a permissions post!

↠ Time/scope limits: without him replenishing his power, no manipulation can last longer than fifteen minutes at most, and the maximum duration will decrease from there as the complexity of the manipulation and the number of people it is used on increase. Creation of a "completely fabricated scene" as you describe will require all of Vanadi's power and be limited to one person for 5 minutes, or five people for 1 minute.

↠ Invisibility: Vanadi can make himself extremely unlikely to be noticed, but will not be able to make himself literally invisible. For example, if he were to sneak around the edges of a room he could be reasonably certain to go unnoticed, even if he obviously was not part of the gathering. But if he ran smack into somebody, or knocked over a big vase, or went and did a dance in the middle of the room, that could draw enough attention to override his ability and cause people to notice him.

↠ Mind control: Vanadi's ability to "ply [people] with simply-worded sly suggestions" will be limited by how much that suggestion clashes with the person's own thoughts. The difficulty will range from convincing someone to do something they already want to do or that is a minor, seemingly-harmless change (taking a slightly different route home, quitting a job they dislike, picking that fight they're spoiling for with this random bystander instead of that one), which will be fairly easy, up to convincing someone to hurt themselves/a loved one or an avowed enemy to turn and fight for Vanadi instead of against him, which will require all of his powers and may be impossible. How much the character he seeks to convince likes and/or trusts Vanadi will impact how susceptible they are, as will their personal willpower and the nature of the suggestion. A successful suggestion will not force a permanent change to a person's mind or behavior--that enemy he convinced to turn friend will only stay that way for a few minutes at most, and will likely be even more angry when he realizes what's happened.

Also, we want to make sure you're aware that in Thedas, mind control is a type of magic practiced only by blood mages, often associated with demons, and is viewed in an extremely negative light by natives. While many PCs are radically open-minded, not all are and the NPC public definitely is not, so use of this power could potentially result in serious IC consequences (for your character and/or for the IC reputation of the organization), especially if used publicly or irresponsibly. If you're up for RPing those consequences whatever they may be, then great! If you're not sure, then please be proactive and reach out to us in advance to discuss what the ramifications might be before RPing him obviously using them in public. We're always happy to work with players to find ways for RP to go ahead without characters facing consequences their players aren't interested in, but our ability to do this after the fact is much more limited, so it's players' responsibility to reach out to us in advance if there are consequences they want to make sure to avoid.

↠ "Humanization": Given the "humanization" process of coming through the Fade, Vanadi is no longer literally undead in any physiological sense—he's as alive as any other rifter—but his magic will still be powered in the same way you've described. His stone arm will become a visibly-stone golem arm in the style of Thedas golems (though sized to better fit him, of course). This will obviously have an impact on his ability to blend in and fly under the radar, so if you'd prefer, the Fade can also turn it into a normal elf arm once again instead. Just let us know which you choose.
